The Scythians, known in India as the Saka, dominate northern India. The Saka have adopted a Persian model of government to rule their vast territories, with powerful satraps governing large provinces. These satraps seem to have been virtually independent hereditary rulers, so the Scythian empire looks more like a confederacy than a tightly organized state.
